Job Description
As a Talent Acquisition Officer specializing in Workforce Planning at Vodacom Congo in Mbandaka, you will play a pivotal role in shaping our regional talent landscape. This is a strategic and hands-on position requiring a deep understanding of both immediate recruitment needs and future organizational requirements. You will be responsible for developing, implementing, and managing robust workforce plans that align with Vodacom Congo’s business objectives and growth strategies within the Équateur Province. Your work will involve close collaboration with regional department heads and HR business partners to anticipate talent gaps, identify critical roles, and build proactive talent pipelines. You will leverage market intelligence, data analytics, and recruitment best practices to ensure we attract, assess, and onboard the best talent, enhancing our operational capabilities and maintaining our competitive edge. Beyond transactional recruitment, this role demands a forward-thinking individual capable of forecasting talent needs, developing sourcing strategies for specialized roles, and contributing to the overall human capital strategy for the region. Key Responsibilities
- Develop and implement comprehensive workforce plans in alignment with business strategies for the Mbandaka region.
- Conduct talent mapping, pipeline development, and proactive sourcing for current and future critical roles.
- Manage the end-to-end recruitment process, from requisition to offer, ensuring a positive candidate experience.
- Partner closely with hiring managers and department heads to understand their talent needs and provide strategic guidance.
- Utilize data and analytics to track recruitment metrics, identify trends, and inform workforce planning decisions.
- Ensure all talent acquisition activities comply with Vodacom Congo policies and local labor laws and regulations.
- Build and maintain strong relationships with local educational institutions and professional organizations to enhance employer branding and talent outreach.
- Contribute to the continuous improvement of recruitment processes, tools, and strategies.
- Administer and interpret various assessment tools to evaluate candidate suitability.
- Stay updated on industry trends and best practices in talent acquisition and workforce planning.
Required Skills
- Bachelor's degree in Human Resources, Business Administration, or a related field.
- Minimum of 4 years of progressive experience in talent acquisition or recruitment, with a focus on workforce planning.
- Demonstrated understanding of talent market dynamics within the DRC, especially in regional areas.
- Proficiency in applicant tracking systems (ATS) and HR information systems (HRIS).
- Excellent communication, negotiation, and interpersonal skills in English and French. Knowledge of Lingala is a significant advantage.
- Strong analytical skills with the ability to interpret data and translate it into actionable workforce strategies.
- Ability to work independently and collaboratively in a fast-paced, dynamic environment.
- Proven ability to build strong relationships with stakeholders at all levels.

- Master's degree or professional certification in HR (e.g., SHRM, CIPD).
