Job Description
We are actively seeking a highly motivated and experienced Engineer Procurement Officer to join our dynamic team in Ekorinim 2, Calabar. This critical role will be instrumental in ensuring the efficient, compliant, and cost-effective acquisition of engineering materials, equipment, and services essential for Seplat Energy’s upstream and midstream operations. The successful candidate will be responsible for managing the entire procurement lifecycle, from identifying immediate and long-term needs and strategic vendor selection to meticulous contract negotiation and robust supply chain optimization. You will work closely with engineering, operations, project management, and finance teams to understand intricate technical specifications, critical project timelines, and stringent budgetary constraints. Key Responsibilities
- Develop, implement, and continuously refine procurement strategies specifically for engineering materials, equipment, and complex services.
- Conduct thorough market research to identify potential local and international suppliers, assess their technical capabilities, and maintain a robust and pre-qualified vendor database.
- Prepare comprehensive tender documents, detailed requests for proposals (RFPs), and diligently evaluate bids in close collaboration with technical and project teams.
- Lead complex contract negotiations for pricing, terms, and conditions with suppliers to achieve optimal quality, cost-efficiency, and on-time delivery schedules.
- Ensure all procurement activities strictly comply with company policies, local and international industry regulations, ethical standards, and anti-bribery policies.
- Proactively manage critical supplier relationships, monitor performance against key metrics, and swiftly resolve any supply chain issues, disputes, or non-conformances.
- Collaborate extensively with engineering, operations, and project teams to thoroughly understand technical requirements, specifications, and project-specific needs.
- Track, analyze, and report on key procurement metrics, realized cost savings, and overall supply chain efficiency to senior management.
- Identify and champion opportunities for continuous cost reduction, process improvement, and strategic risk mitigation within the entire procurement function.
- Maintain accurate, auditable records of all procurement transactions, contracts, and essential documentation.
Required Skills
- Bachelor's degree in Engineering (Mechanical, Petroleum, Electrical, Chemical), Supply Chain Management, Business Administration, or a closely related field.
- Minimum of 4 years of proven experience in procurement, with a strong preference for experience within the oil & gas, energy, or heavy industrial sector.
- Strong understanding of procurement best practices, contract law, and advanced supply chain management principles.
- Exceptional negotiation, vendor management, and relationship-building skills.
- Proficiency in utilizing procurement software and enterprise resource planning (ERP) systems (e.g., SAP MM, Oracle SCM).
- Demonstrated ability to read, interpret, and effectively apply technical specifications, engineering drawings, and project blueprints.
- High level of integrity, ethical conduct, uncompromising attention to detail, and sound judgment.
- Strong analytical, critical thinking, and advanced problem-solving abilities.
- Excellent written and verbal communication, as well as superior interpersonal skills.
Preferred Qualifications
- Master's degree in Supply Chain Management, Engineering Management, or an MBA.
- Professional certification in Procurement or Supply Chain (e.g., CIPS, CSCP, CPM, SCMP).
- Experience with international procurement, logistics, and multi-cultural supplier management.
- Familiarity with Nigerian content development requirements and regulations in the oil and gas industry.
