Job Description

We are seeking a meticulous and dedicated Payroll Officer to join our dynamic team in Uvira, South Kivu Province. As a Payroll Officer specializing in Employee Payment, you will play a critical role in ensuring the accurate, timely, and compliant compensation of our dedicated staff who are working tirelessly to improve lives across the region. Your primary responsibility will involve the end-to-end processing of payroll, from inputting new hire data and managing employee changes to calculating wages, deductions, and benefits in strict adherence to World Vision International’s policies, local labor laws, and national tax regulations. You will be instrumental in reconciling payroll accounts, preparing various reports for internal management and external statutory bodies, and providing essential support to staff regarding their payment queries. This role demands a high degree of confidentiality, accuracy, and an ethical approach to handling sensitive employee financial information. You will also be expected to contribute to process improvements, ensuring our payroll operations are efficient, robust, and responsive to the evolving needs of our workforce in a complex operational environment. Key Responsibilities

  • Process end-to-end payroll for all local staff, ensuring accuracy and timeliness of payments.
  • Verify timesheets, attendance records, and other payroll-related data.
  • Calculate and process statutory deductions (e.g., taxes, social security contributions) and other employee deductions.
  • Prepare and submit statutory payroll reports to relevant government authorities as required by Congolese law.
  • Reconcile payroll accounts and general ledger entries, identifying and resolving discrepancies.
  • Respond to employee queries regarding payroll, deductions, and benefits in a professional and timely manner.
  • Maintain up-to-date and confidential employee payroll records and documentation.
  • Stay informed about changes in local labor laws, tax regulations, and organizational policies related to payroll.
  • Assist in payroll audits and provide necessary documentation and explanations.
  • Collaborate with HR and Finance departments to ensure seamless information flow and data integrity.

Required Skills

  • Proven experience as a Payroll Officer or similar role, preferably within an NGO or humanitarian context.
  • Solid understanding of payroll processes and best practices.
  • Proficiency in Microsoft Excel and experience with payroll software/HRIS.
  • In-depth knowledge of local labor laws and tax regulations in the Democratic Republic of Congo, especially South Kivu Province.
  • High level of accuracy, attention to detail, and confidentiality.
  • Excellent communication and interpersonal skills, with the ability to handle sensitive information professionally.
  • Strong organizational and time management abilities.
  • Ability to work independently and as part of a team in a fast-paced environment.
  • Fluency in English and Swahili (written and spoken).

Preferred Qualifications

  • Bachelor’s degree in Accounting, Finance, Business Administration, or a related field.
  • Certification in payroll management (e.g., CIPP) is a plus.
  • Experience with SAP or other large-scale ERP systems.
  • Familiarity with international NGO operations and reporting standards.
  • Proficiency in French is highly desirable.
