Solidarités International is seeking a dedicated and results-oriented Monitoring & Evaluation Officer to join our dynamic team in Beni, North Kivu Province, Democratic Republic of Congo. This pivotal role will focus on enhancing the effectiveness and impact of our vital programs in Water, Hygiene, and Sanitation (WASH), Food Security, and Livelihoods within a challenging yet rewarding environment.

The Monitoring & Evaluation Officer will be responsible for leading the development and implementation of robust M&E frameworks, tools, and systems across our projects. You will play a key role in designing impact indicators, conducting baseline and endline assessments, and facilitating participatory evaluations. This involves working closely with program teams, local partners, and community members to collect high-quality data, analyze findings, and translate them into actionable recommendations. Your ability to communicate complex data clearly and concisely will be essential for internal decision-making and external reporting. This role requires a proactive individual who can work autonomously while also fostering strong collaborative relationships within the team and with external stakeholders. Key Responsibilities
- Develop and implement comprehensive M&E plans, frameworks, and tools for all Solidarités International projects in Beni.
- Design and review data collection instruments (e.g., questionnaires, focus group discussion guides) to ensure data quality and relevance.
- Manage and oversee data collection processes, ensuring adherence to ethical guidelines and data protection protocols.
- Conduct robust data analysis (both quantitative and qualitative) to assess project performance, outcomes, and impact.
- Prepare high-quality M&E reports, briefs, and presentations for internal use and external stakeholders (donors, partners).
- Facilitate regular learning reviews and workshops with program teams to discuss M&E findings and adapt program strategies.
- Lead baseline, midline, and endline surveys, ensuring methodological rigor and timely reporting.
- Support program teams in integrating M&E findings into project planning, implementation, and reporting.
- Build the capacity of local staff and partners in M&E methodologies and data management.
- Ensure accountability to affected populations through effective feedback and complaint mechanisms.
- Contribute to the development of new project proposals by providing M&E expertise and indicator selection.
- Represent Solidarités International in relevant M&E coordination forums and working groups.
Required Skills
- Minimum 3 years of professional experience in Monitoring, Evaluation, and Learning (MEL) in a humanitarian or development context.
- Proven experience in designing and implementing M&E systems, tools, and frameworks.
- Strong analytical skills, including proficiency in both quantitative and qualitative data analysis.
- Excellent report writing and presentation skills, with the ability to communicate complex information clearly.
- Proficiency in data collection software (e.g., KoboToolbox, ODK, SurveyCTO).
- Advanced computer skills, particularly in Microsoft Excel, Word, and PowerPoint.
- Demonstrated ability to work independently and collaboratively in a challenging multicultural environment.
- Understanding of humanitarian principles and accountability frameworks.
- Fluency in English (written and spoken).
- Strong organizational skills and attention to detail.
Preferred Qualifications
- Master’s degree in Social Sciences, Development Studies, Statistics, or a related field.
- Experience working in conflict or post-conflict settings, particularly in the Democratic Republic of Congo.
- Proficiency in French and/or local languages (Swahili, Lingala).
- Experience with GIS tools for mapping and spatial analysis.
- Familiarity with specific donor M&E requirements (e.g., ECHO, USAID, UN agencies).
- Experience in capacity building and training staff on M&E concepts.
