Job Description
African Comprehensive HIV/AIDS Partnerships (ACHAP) is seeking a highly skilled and experienced Monitoring and Evaluation Expert to join our dedicated team. This is an immediate-start, critical position designed to significantly enhance our evidence-based program implementation and strategic decision-making across Botswana. The successful candidate will be instrumental in designing, implementing, and overseeing robust monitoring and evaluation frameworks for our diverse public health programs, which span HIV/AIDS, TB, and other critical health areas. Your responsibilities will encompass the entire M&E lifecycle: from developing comprehensive M&E plans, logical frameworks, and performance indicators to creating precise data collection tools and establishing efficient data management systems. You will lead the rigorous analysis and interpretation of complex program data, translating findings into actionable insights that directly inform program adjustments, policy recommendations, and donor reporting. This role demands exceptional analytical prowess, a profound understanding of public health interventions, and the unique ability to distill intricate data into clear, compelling narratives for a wide array of stakeholders—including government partners, international donors, community leaders, and internal teams. Beyond direct M&E execution, you will play a pivotal role in fostering a culture of data utilization and quality. This includes providing expert technical guidance, mentorship, and capacity building to ACHAP program staff and partner organizations, ensuring the integrity and effective use of data across all levels. Key Responsibilities
- Lead the design, implementation, and management of comprehensive M&E systems for ACHAP's public health programs, ensuring alignment with national and international standards.
- Develop and refine program logical frameworks, performance indicators, and detailed M&E plans in collaboration with program teams and stakeholders.
- Oversee and guide data collection activities, ensuring the highest standards of data quality, validity, reliability, and ethical compliance.
- Conduct rigorous data analysis using appropriate statistical software and advanced methodologies, identifying trends, challenges, and successes.
- Prepare high-quality, evidence-based M&E reports, briefs, presentations, and dashboards for internal teams, government partners, and international donors.
- Provide expert technical guidance, mentorship, and capacity building to ACHAP program staff and partner organizations on M&E best practices, tools, and data utilization.
- Facilitate routine data review meetings and actively support the utilization of M&E findings for adaptive program management and continuous improvement.
- Contribute to the development of new program proposals by integrating robust and measurable M&E frameworks.
- Stay abreast of the latest M&E trends, innovations, and methodologies in public health and development sectors, integrating relevant practices into ACHAP's work.
Required Skills
- Master's degree in Public Health, Epidemiology, Statistics, Demography, Social Sciences, or a closely related field.
- Minimum of 5 years of progressive professional experience in Monitoring and Evaluation, specifically within public health or international development contexts.
- Demonstrated expertise in designing and implementing comprehensive M&E frameworks, data collection tools, and analysis plans for complex programs.
- Strong analytical skills with proven proficiency in statistical software (e.g., SPSS, R, Stata, SAS, NVivo).
- Excellent report writing, presentation, and communication skills, with the ability to convey complex data findings clearly and concisely to diverse audiences.
- Demonstrated ability to manage multiple projects and deadlines effectively in a dynamic, fast-paced environment.
- Fluency in English (written and spoken) is essential.
Preferred Qualifications
- Previous experience working with international donors such as CDC, USAID, The Global Fund, or similar entities.
- In-depth knowledge of health information systems and data landscapes specific to Botswana or the Southern African region.
- Proven experience in developing and delivering M&E capacity building and training programs.
- Proficiency in Setswana.
- Experience with qualitative research methods and analysis.
