Job Description

We are seeking a highly motivated and detail-oriented Human Resource Officer with a dual focus on Recruitment and Payroll to join our team in Mbuji-Mayi. This critical role will be instrumental in attracting top talent to Vodacom Congo and ensuring the accurate and timely compensation of our dedicated employees. As a key member of our HR department, you will manage the full recruitment lifecycle, from understanding departmental needs and crafting compelling job descriptions to sourcing, screening, interviewing, and facilitating the onboarding process for new hires. Simultaneously, you will oversee all aspects of our payroll operations, ensuring compliance with all local labor laws, tax regulations, and company policies. This includes processing salaries, benefits, and deductions, maintaining meticulous payroll records, and preparing comprehensive payroll reports. You will serve as a primary point of contact for employee inquiries related to compensation and benefits, providing clear and accurate information. The ideal candidate will have a strong understanding of HR best practices, excellent organizational skills, and a commitment to maintaining confidentiality and accuracy in all tasks. Key Responsibilities

  • Manage the end-to-end recruitment process, including job posting, candidate sourcing, screening resumes, conducting interviews, and coordinating with hiring managers.
  • Develop and maintain a robust talent pipeline for current and future hiring needs within the Mbuji-Mayi region.
  • Facilitate the onboarding process for new employees, ensuring a smooth and welcoming transition into the company.
  • Process monthly payroll accurately and on time, ensuring compliance with all internal policies and external regulations.
  • Calculate and administer employee benefits, deductions, and statutory contributions (e.g., social security, taxes).
  • Maintain up-to-date and confidential employee records, payroll data, and HR information systems.
  • Prepare and submit statutory reports related to payroll, such as tax declarations and social contributions.
  • Respond to employee queries regarding payroll, benefits, and general HR policies in a professional and timely manner.
  • Assist in the development and implementation of HR policies and procedures to ensure best practices.
  • Conduct exit interviews and manage offboarding processes as required.
  • Contribute to HR projects and initiatives aimed at improving employee experience and operational efficiency.

Required Skills

  • Proven experience in both recruitment and payroll management.
  • Strong understanding of Congolese labor laws and payroll regulations.
  • Proficiency in HRIS and payroll software (e.g., SAP HR, Sage Payroll).
  • Excellent communication and interpersonal skills, fluent in French and Swahili/Tshiluba (local languages preferred).
  • High level of accuracy, attention to detail, and integrity.
  • Ability to manage multiple priorities and work effectively under pressure.
  • Strong analytical and problem-solving abilities.
  • Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint).

Preferred Qualifications

  • Bachelor's degree in Human Resources, Business Administration, or a related field.
  • Professional HR certification (e.g., CIPD, SHRM) is a plus.
  • Experience working in the telecommunications industry or a large multinational corporation.
  • Demonstrated ability to work independently and as part of a team in a fast-paced environment.
  • Knowledge of local talent markets and recruitment best practices in the DRC.
