Job Description
The Human Resource Officer – Recruitment & Payroll plays a pivotal role in the efficient operation of our HR department, ensuring that MIBA attracts, retains, and manages its most valuable asset: its people. Based at our Mbuji-Mayi operations, this role is a unique opportunity to contribute significantly to our revitalization efforts by building a robust workforce and maintaining accurate payroll systems. You will be instrumental in executing end-to-end recruitment processes, from understanding departmental needs and drafting compelling job descriptions to sourcing, screening, interviewing, and facilitating the onboarding of new employees. Beyond talent acquisition, you will manage the intricate payroll cycle, ensuring timely and accurate compensation for our diverse workforce, while strictly adhering to local labor laws and company policies. This includes processing new hires, terminations, changes in pay rates, benefits deductions, and managing payroll queries. This role demands a proactive, detail-oriented individual with a strong ethical compass and excellent interpersonal skills, capable of navigating complex HR landscapes in a dynamic industrial environment. Key Responsibilities
- Manage the full recruitment lifecycle, including job analysis, drafting job descriptions, posting advertisements, candidate sourcing, screening, interviewing, and reference checks.
- Coordinate and conduct new employee onboarding programs to ensure a smooth integration into the company culture and operations.
- Process payroll for all employees accurately and on time, adhering to company policies and local labor legislation.
- Verify timesheets, calculate wages, deductions, taxes, and prepare payroll reports.
- Manage employee records, ensuring all personnel data, contracts, and payroll information are current, confidential, and compliant with data protection regulations.
- Administer employee benefits programs and manage related queries.
- Assist in the development and implementation of HR policies and procedures.
- Handle employee relations issues, providing guidance and support to management and staff on HR-related matters.
- Prepare various HR reports (e.g., headcount, turnover, recruitment metrics, payroll summaries) for management.
- Stay updated with changes in labor laws and payroll regulations in the Democratic Republic of Congo.
Required Skills
- Proven experience in end-to-end recruitment and talent acquisition processes.
- Demonstrated expertise in payroll administration and management.
- Strong understanding of HR principles, practices, and labor legislation in the Democratic Republic of Congo.
- Proficiency in HRIS and payroll software (e.g., SAP HR, Sage VIP, or similar).
- Excellent communication (verbal and written) and interpersonal skills.
- High level of accuracy and attention to detail.
- Ability to maintain confidentiality and handle sensitive information with discretion.
- Strong organizational and time management skills.
- Problem-solving aptitude and ability to work under pressure.
- Fluency in French (essential for DR Congo operations).
Preferred Qualifications
- Bachelor's degree in Human Resources, Business Administration, or a related field.
- Professional HR certification (e.g., CIPD, SHRM) is a plus.
- Experience working in the mining or heavy industry sector.
- Proficiency in Lingala or Tshiluba.
