Job Description
Are you a dynamic and proactive HR Recruiter with a passion for identifying top talent? Nottingham City Council is seeking an experienced HR Recruiter – Talent Sourcing to join our dedicated Human Resources team. In this pivotal role, you will be instrumental in attracting, engaging, and securing exceptional candidates across various departments within the council, contributing directly to our mission of serving the community. You will be responsible for the full recruitment lifecycle, with a strong emphasis on proactive talent sourcing strategies. You will conduct in-depth candidate screenings, initial interviews, and effectively manage candidate expectations throughout the recruitment process, ensuring a positive experience for all applicants. Collaboration is key; you will work closely with hiring managers, departmental heads, and other HR colleagues to understand their specific talent requirements, provide expert recruitment advice, and ensure a seamless and efficient hiring process. You will also be responsible for maintaining accurate recruitment data, generating reports, and contributing to continuous improvement initiatives within the HR department. Key Responsibilities
- Develop and implement comprehensive talent sourcing strategies to attract high-quality candidates for a diverse range of roles across the council.
- Utilize various recruitment channels, including LinkedIn, job boards, social media, professional networks, and community events, to identify and engage potential candidates.
- Conduct thorough initial screenings, interviews, and assessments to evaluate candidate qualifications, experience, and cultural fit.
- Build and maintain strong relationships with hiring managers, providing expert guidance on recruitment best practices, market trends, and talent availability.
- Manage the full recruitment lifecycle from requisition creation to offer management, ensuring a smooth and efficient process.
- Proactively build and nurture talent pipelines for critical and hard-to-fill positions.
- Maintain accurate and up-to-date candidate records within the Applicant Tracking System (ATS).
- Develop compelling job descriptions and engaging recruitment marketing content.
- Participate in recruitment events, job fairs, and employer branding initiatives.
- Ensure all recruitment activities comply with relevant employment legislation and council policies.
- Provide a positive and professional candidate experience at every stage of the recruitment process.
Required Skills
- Proven experience in end-to-end recruitment, with a strong focus on talent sourcing.
- Demonstrable expertise in using various sourcing tools and platforms (e.g., LinkedIn Recruiter, Indeed, specialist job boards).
- Exceptional interviewing and assessment skills.
- Strong communication, interpersonal, and negotiation abilities.
- Proficiency with Applicant Tracking Systems (ATS) and HRIS software.
- Ability to manage multiple requisitions simultaneously in a fast-paced environment.
- Excellent organizational and time management skills.
- In-depth understanding of UK employment law and best practices in recruitment.
- High degree of professionalism and discretion.
Preferred Qualifications
- CIPD qualification (Level 3 or higher) or equivalent in Human Resources.
- Experience recruiting within the public sector or a large, complex organization.
- Familiarity with local Nottingham talent market dynamics.
- A track record of innovative sourcing techniques and employer branding initiatives.
