Job Description
World Vision DRC is seeking a dedicated and experienced Finance Officer with a strong focus on Grant Management to join our team in Likasi, Haut-Katanga Province. This critical role ensures the financial integrity and effective stewardship of our grant-funded programs, which are vital to delivering our mission and transforming the lives of vulnerable children and communities. As a Finance Officer, you will play a pivotal role in managing the financial aspects of various grants, ensuring strict compliance with donor regulations, World Vision’s internal policies, and national financial laws. You will be responsible for meticulous financial reporting, budget monitoring, and providing essential financial guidance to program managers. This position demands a high level of accuracy, integrity, and proactive problem-solving to safeguard resources and optimize their impact. Key Responsibilities
- Manage the financial cycle of assigned grants, ensuring full compliance with donor agreements, World Vision financial policies, and national regulatory requirements.
- Prepare and monitor project budgets, track expenditures against budget lines, and ensure timely reforecasting when necessary.
- Oversee the preparation and submission of accurate, complete, and timely financial reports to various donors (e.g., USAID, EU, UN agencies, private foundations).
- Maintain robust financial records, documentation, and filing systems for all grant transactions, ready for internal and external audits.
- Facilitate and coordinate internal and external audits for grant-funded projects, ensuring all required information is provided and recommendations are implemented.
- Provide financial analysis, guidance, and technical support to program managers and project staff to enhance financial literacy and ensure effective resource utilization.
- Implement and monitor strong internal controls to prevent fraud, waste, and mismanagement of funds.
- Review and approve payment requests, ensuring proper coding, authorization, and adherence to World Vision's procurement policies.
- Conduct regular field visits to project sites to monitor financial processes, provide support, and ensure compliance.
- Participate actively in the proposal development process, contributing to budget formulation and ensuring financial feasibility and compliance.
- Contribute to capacity building initiatives for non-finance staff on financial management principles and donor compliance.
Required Skills
- Bachelor's degree in Finance, Accounting, Business Administration, or a related field.
- Minimum of 4 years of proven experience in financial management, with at least 2 years specifically in grant financial management within an international NGO setting.
- Strong understanding of accounting principles, financial reporting standards (e.g., GAAP, IFRS), and donor regulations (e.g., USAID, FCDO, EU).
- Proficiency in financial management software (e.g., SunSystems, SAP, QuickBooks) and advanced Microsoft Excel skills.
- Excellent analytical, organizational, and problem-solving abilities.
- Ability to work independently, prioritize tasks, and manage multiple deadlines in a fast-paced, dynamic environment.
- Strong communication and interpersonal skills, capable of working effectively with diverse teams and stakeholders.
- High level of integrity, accountability, and ethical conduct.
- Fluency in written and spoken French and English is essential.
Preferred Qualifications
- Master’s degree in Finance, Accounting, or a relevant business discipline.
- Professional accounting qualification (e.g., CPA, ACCA, CIMA) or working towards one.
- Demonstrated experience with World Vision's financial systems and processes.
- In-depth knowledge of local Congolese tax laws and financial regulations.
- Experience in capacity building and training non-finance staff on financial topics.
