Job Description

Are you passionate about ensuring vital aid reaches those who need it most, even in challenging environments? Caritas-Isiro Diocese is seeking a dedicated and meticulous Field Monitor to join our dynamic team focused on aid distribution programs across the Haut-Uélé Province. In this critical role, you will be on the front lines, verifying the effective, transparent, and accountable distribution of humanitarian assistance, including food, non-food items, and other relief supplies. Your primary responsibility will be to conduct regular field visits to distribution points and beneficiary communities within Isiro and surrounding areas, meticulously observing and documenting the distribution process from start to finish. This involves ensuring compliance with Caritas’s operational guidelines, donor requirements, and humanitarian principles. You will be instrumental in collecting real-time data on distribution progress, identifying any challenges or bottlenecks, and reporting on the impact of our interventions. This role requires strong communication skills to interact respectfully with beneficiaries, community leaders, and local authorities, gathering feedback and addressing concerns. The Field Monitor plays a crucial role in safeguarding the integrity of our aid programs, preventing fraud, and ensuring that assistance is delivered equitably to registered and deserving individuals. Key Responsibilities

  • Conduct regular and unannounced field visits to aid distribution sites and beneficiary communities throughout Isiro and Haut-Uélé Province.
  • Verify beneficiary lists against actual recipients, ensuring aid reaches the intended vulnerable populations.
  • Monitor the quantity, quality, and appropriateness of distributed items, ensuring they meet specified standards.
  • Observe and document the entire distribution process, identifying any discrepancies, challenges, or best practices.
  • Collect qualitative and quantitative data through direct observation, interviews, and focus group discussions with beneficiaries, community leaders, and distribution staff.
  • Prepare comprehensive and timely field monitoring reports, including findings, recommendations, and photographic evidence.
  • Report immediately on any protection concerns, fraudulent activities, or violations of humanitarian principles observed during distributions.
  • Facilitate feedback mechanisms from beneficiaries, ensuring their voices are heard and concerns are addressed appropriately.
  • Collaborate closely with program teams, logistics, and partner organizations to ensure smooth and efficient aid delivery.
  • Support post-distribution monitoring activities to assess the impact and utilization of aid by beneficiaries.
  • Represent Caritas-Isiro Diocese professionally and respectfully in all interactions with communities and stakeholders.
  • Adhere strictly to Caritas’s security protocols, code of conduct, and safeguarding policies.

Required Skills

  • Fluency in French and Lingala (written and spoken). Swahili is a significant advantage.
  • Proven experience in field monitoring, data collection, or project implementation, preferably in humanitarian or development sectors.
  • Strong observational and analytical skills with keen attention to detail.
  • Excellent communication and interpersonal skills, with the ability to engage respectfully with diverse communities.
  • Proficiency in basic computer applications (Microsoft Office Suite, especially Excel).
  • Ability to work independently and as part of a team in challenging and remote field conditions.
  • Demonstrated understanding of humanitarian principles and accountability standards.
  • Valid motorcycle driving license and ability to operate a motorcycle in challenging terrain.

Preferred Qualifications

  • A Bachelor's degree in Social Sciences, Development Studies, Logistics, or a related field.
  • At least 2 years of experience working with an NGO or international organization.
  • Familiarity with data collection tools such as KoboToolbox or ODK.
  • In-depth knowledge of the socio-economic and cultural context of Isiro and Haut-Uélé Province.
  • Experience in community mobilization and participatory approaches.
