Key Responsibilities
- Develop, implement, and monitor robust HSE policies and procedures in accordance with national and international standards (e.g., OSHA, ISO 45001).
- Conduct regular and thorough site inspections, safety audits, and risk assessments to identify potential hazards and ensure compliance with all safety regulations.
- Lead comprehensive incident, accident, and near-miss investigations, determining root causes and recommending effective corrective and preventive actions.
- Organize and deliver engaging safety training sessions, workshops, and induction programs for all employees and contractors.
- Maintain accurate and up-to-date records of safety inspections, incidents, training, and compliance activities.
- Ensure the availability, proper use, and maintenance of personal protective equipment (PPE) across all operational areas.
- Liaise effectively with regulatory bodies, external auditors, and internal departments on all safety-related matters.
- Develop and implement robust emergency response plans, coordinate regular drills, and ensure preparedness for various scenarios.
- Promote a proactive safety culture through continuous communication, awareness campaigns, and active employee engagement initiatives.
- Prepare and submit comprehensive HSE performance reports to management on a regular basis, highlighting key metrics and areas for improvement.
- Oversee waste management and environmental compliance efforts at the facility, adhering to all relevant environmental regulations.
- Conduct equipment safety inspections, ensuring proper machinery guarding, lockout/tagout procedures, and safe operating practices are strictly followed.
- Stay abreast of new safety legislation, industry best practices, and technological advancements in HSE management.
Required Skills
- Proven experience (minimum 4 years) as a Safety Officer or similar role in a manufacturing or heavy industrial environment.
- In-depth knowledge of occupational health and safety (OHS) regulations, standards, and best practices (e.g., OSHA, ISO 45001).
- Strong analytical and problem-solving skills with the ability to conduct thorough incident investigations and root cause analysis.
- Excellent communication, presentation, and interpersonal skills, with the ability to influence and engage diverse teams.
- Proficiency in conducting comprehensive risk assessments and developing effective mitigation strategies.
- Ability to work independently, manage multiple priorities, and perform effectively in a fast-paced, demanding environment.
- Competency in using relevant safety management software and Microsoft Office Suite (Word, Excel, PowerPoint).
- Strong organizational skills and meticulous attention to detail.
- Demonstrated ability to train and mentor employees on safety best practices and foster a positive safety culture.
Preferred Qualifications
- NEBOSH International General Certificate (IGC) or equivalent internationally recognized safety certification.
- Bachelor's degree in Occupational Health and Safety, Environmental Science, Engineering, or a related technical field.
- Professional membership with a recognized safety body (e.g., Institute of Safety Professionals of Nigeria – ISPON, IOSH).
- Experience with integrated management systems (ISO 9001, ISO 14001, ISO 45001).
- Certified First Aid and Fire Safety qualifications.
- Specific knowledge of safety challenges and compliance requirements within the cement or heavy manufacturing industry.
