Job Description

We are seeking a dynamic and highly motivated Advocacy Officer to join our team in Maputo, Mozambique, for an immediate start. This pivotal role involves shaping and driving Oxfam’s advocacy agenda, influencing policy-makers, public opinion, and key stakeholders to advance our mission of ending poverty and injustice. The Advocacy Officer will be instrumental in developing and implementing targeted advocacy strategies on critical issues such as climate justice, gender equality, humanitarian aid, and equitable resource governance within Mozambique. You will be responsible for conducting rigorous policy analysis, preparing compelling advocacy materials, building and maintaining strategic alliances with civil society organizations, government entities, and international partners, and representing Oxfam in high-level forums. This position requires someone who can hit the ground running, demonstrating a strong understanding of the Mozambican political and socio-economic landscape, and possessing exceptional communication and lobbying skills. You will contribute directly to Oxfam’s strategic goals, ensuring our programmatic impact is amplified through effective policy change and public engagement, ultimately striving for a more just and sustainable future for all Mozambicans.

Key Responsibilities

  • Develop and implement evidence-based advocacy strategies and campaigns aligned with Oxfam’s country strategy and global priorities.
  • Conduct in-depth policy research and analysis on key development and humanitarian issues relevant to Mozambique.
  • Build and maintain strong relationships with government officials, parliamentary bodies, civil society organizations, media, and other key stakeholders.
  • Represent Oxfam in national and international forums, workshops, and meetings, articulating Oxfam’s positions and recommendations.
  • Produce high-quality advocacy materials, including policy briefs, position papers, press releases, and public statements.
  • Monitor and analyze relevant policy developments, legislative processes, and political trends in Mozambique.
  • Contribute to fundraising efforts by providing advocacy input for proposals and reports.
  • Support the design and implementation of public engagement and campaigning activities to mobilize public support for advocacy objectives.
  • Facilitate capacity building for partners and Oxfam staff on advocacy skills and strategies.

Required Skills

  • Bachelor's degree in Social Sciences, International Development, Public Policy, Law, or a related field.
  • Minimum of 4 years of proven experience in advocacy, policy analysis, or campaigning, preferably within an NGO or international organization context.
  • Demonstrated understanding of key development and humanitarian issues in Mozambique.
  • Excellent analytical, research, and report writing skills.
  • Fluency in both written and spoken English and Portuguese is essential.
  • Strong communication, negotiation, and interpersonal skills.
  • Ability to work effectively in a team-oriented, multicultural environment.
  • Proficiency in Microsoft Office Suite.

Preferred Qualifications

  • Master's degree in a relevant field.
  • Previous experience working with international non-governmental organizations (INGOs).
  • Familiarity with Oxfam’s thematic areas such as climate justice, gender equality, and economic justice.
  • Knowledge of local Mozambican languages.
  • Experience in media engagement and public speaking.
