Job Description

Caritas Développement Bukavu is seeking a highly motivated and experienced Emergency Response Officer to join our dynamic team in Bukavu, South Kivu Province. This critical role is at the forefront of our humanitarian efforts, designed to provide immediate and effective assistance to communities affected by natural disasters, conflict, and other emergencies across the region. The successful candidate will play a pivotal role in the full cycle of emergency response, from rapid needs assessment and strategic planning to robust implementation, monitoring, and evaluation of interventions. You will be responsible for coordinating closely with local authorities, community leaders, partner organizations, and internal Caritas teams to ensure a cohesive and impactful response that aligns with humanitarian principles and Caritas’ mission.

Working in the complex and often challenging environment of South Kivu, the Emergency Response Officer will be expected to demonstrate exceptional leadership, problem-solving skills, and a strong sense of urgency. This position requires someone who can thrive under pressure, make critical decisions swiftly, and manage multiple priorities simultaneously. You will lead field teams, ensure the timely delivery of aid, manage resources efficiently, and meticulously document all activities and outcomes. Furthermore, the role involves preparing comprehensive reports for internal and external stakeholders, contributing to funding proposals, and participating in strategic discussions on future emergency preparedness and response initiatives. Key Responsibilities

  • Conduct rapid needs assessments in affected areas to identify humanitarian gaps and prioritize interventions.
  • Develop, implement, and monitor emergency response plans and projects in collaboration with relevant stakeholders.
  • Coordinate with local authorities, community structures, UN agencies, NGOs, and other partners to ensure effective and integrated humanitarian aid delivery.
  • Manage project budgets and resources efficiently, ensuring compliance with organizational and donor regulations.
  • Lead and supervise field teams, providing technical guidance, support, and capacity building.
  • Ensure timely and accurate data collection, reporting, and documentation of all emergency response activities.
  • Contribute to the development of funding proposals and concept notes for emergency interventions.
  • Promote accountability to affected populations, ensuring their participation in program design and implementation.
  • Adhere strictly to humanitarian principles, Caritas policies, and national/international standards (e.g., Sphere Standards).
  • Monitor security situations in operational areas and implement appropriate safety and security measures for staff and assets.

Required Skills

  • Bachelor's degree in Humanitarian Aid, Disaster Management, Social Sciences, Development Studies, or a related field.
  • Minimum of 4 years of proven experience in emergency response, humanitarian aid, or crisis management, preferably in a conflict or post-conflict setting.
  • Demonstrated ability to conduct rapid needs assessments and design effective humanitarian interventions.
  • Strong project management skills, including planning, implementation, monitoring, evaluation, and reporting.
  • Excellent communication, negotiation, and interpersonal skills with the ability to work effectively with diverse teams and communities.
  • Fluency in both French and Swahili (written and spoken) is mandatory; knowledge of other local languages is an advantage.
  • Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint) and experience with data collection tools.
  • Ability to work under pressure in challenging and insecure environments, adapting to changing circumstances.
  • Strong understanding of humanitarian principles and accountability frameworks.

Preferred Qualifications

  • Master's degree in a relevant field.
  • Certification in Sphere Standards, security management, or other relevant humanitarian training.
  • Previous experience working with Caritas or other faith-based organizations.
  • Experience in budget management and donor reporting.
  • Knowledge of the socio-political context and humanitarian landscape of South Kivu.
