Job Description

We are seeking an experienced and dedicated Procurement Manager – Vendor Control to join our dynamic team in Kalemie, Tanganyika Province, DRC. This pivotal role is essential for optimizing our supply chain operations and ensuring the integrity and efficiency of our humanitarian programs. The Procurement Manager will be responsible for overseeing all aspects of vendor management, from strategic sourcing and selection to performance monitoring and relationship management. You will play a crucial role in developing and implementing robust procurement policies and procedures, ensuring strict compliance with both Action Against Hunger’s internal guidelines and donor requirements.

Your expertise will be vital in identifying and mitigating procurement-related risks, particularly in a complex operational environment like Kalemie. This includes safeguarding against fraud, ensuring ethical practices, and fostering transparency throughout the vendor lifecycle. Key Responsibilities

  • Develop, implement, and monitor robust procurement strategies with a strong emphasis on vendor selection, performance, and ethical compliance.
  • Manage the end-to-end vendor lifecycle, including sourcing, pre-qualification, contract negotiation, performance evaluation, and dispute resolution.
  • Lead negotiations for high-value contracts and framework agreements, ensuring optimal terms, quality, cost-effectiveness, and timely delivery of goods and services.
  • Ensure strict adherence to Action Against Hunger’s procurement policies, donor regulations (e.g., USAID, ECHO, EU), and local legal frameworks.
  • Identify, assess, and mitigate procurement-related risks, including fraud, corruption, supply chain disruptions, and non-compliance, implementing preventative measures.
  • Supervise, train, and mentor a team of procurement professionals, fostering their professional development and ensuring high standards of work.
  • Conduct regular market analyses to identify new suppliers, assess market trends, and implement innovative procurement solutions that enhance efficiency and value.
  • Collaborate closely with program and logistics teams to understand material and service requirements, ensuring procurement processes support program objectives effectively.
  • Prepare comprehensive procurement reports, manage budgets, and maintain accurate records for audit purposes.
  • Promote transparency and accountability in all procurement activities, championing best practices within the organization.

Required Skills

  • Minimum 5 years of progressive experience in procurement and supply chain management, with at least 2 years in a management role.
  • Proven experience in vendor management, contract negotiation, and strategic sourcing.
  • Demonstrable knowledge of international procurement best practices and donor compliance (e.g., USAID, ECHO, UN agencies).
  • Strong analytical skills with the ability to manage complex data and make informed decisions.
  • Excellent negotiation and communication skills, both written and verbal, in English and French.
  • Proficiency in procurement software/ERP systems (e.g., SAP, Oracle, MS Dynamics, or similar).
  • Ability to work effectively in a challenging, fast-paced humanitarian environment.
  • High level of integrity, ethical conduct, and commitment to humanitarian principles.

Preferred Qualifications

  • Master’s degree in Supply Chain Management, Logistics, Business Administration, or a related field.
  • Professional certification in Procurement or Supply Chain Management (e.g., CIPS, CSCP).
  • Experience working with international NGOs or humanitarian organizations in developing countries, particularly in Central or East Africa.
  • Knowledge of local procurement regulations and market dynamics in the Democratic Republic of Congo.
  • Familiarity with local languages (e.g., Swahili) is an asset.
