Job Description

Caritas Lisala Asbl is seeking a highly skilled and experienced Finance Director – Budget & Audit to lead our financial operations in Lisala, Mongala Province. This critical role is responsible for the strategic financial planning, oversight, and management of all budgeting and auditing functions, ensuring fiscal integrity, transparency, and compliance with both internal policies and external regulatory requirements. The Finance Director will play a pivotal role in safeguarding the organization’s assets, optimizing financial performance, and providing robust financial guidance to the leadership team. You will be instrumental in developing and implementing sound financial policies, managing budget cycles, coordinating external audits, and ensuring adherence to national accounting standards and donor regulations. This position requires a proactive leader with exceptional analytical skills, a strong ethical compass, and a deep commitment to the mission of Caritas. You will manage a small finance team, fostering a culture of accountability and continuous improvement, and serve as the primary liaison for all financial matters with internal stakeholders, funding partners, and regulatory bodies. Key Responsibilities

  • Oversee all financial operations, including accounting, budgeting, forecasting, cash flow management, and financial reporting.
  • Develop, implement, and monitor comprehensive organizational budgets, ensuring alignment with strategic goals and program objectives.
  • Manage the entire audit process, liaising with external auditors, preparing necessary documentation, and ensuring timely completion of all audits.
  • Ensure strict compliance with national accounting standards (OHADA), international financial reporting standards (IFRS), donor requirements, and local tax laws.
  • Prepare accurate and timely financial statements, reports, and analyses for internal management, the Board, and external stakeholders/donors.
  • Develop and enforce robust internal controls to safeguard organizational assets and ensure financial accountability.
  • Provide strategic financial advice and recommendations to the Executive Director and program managers to support decision-making.
  • Lead, mentor, and develop the finance team, fostering a high-performance and ethical work environment.
  • Manage cash and bank operations, ensuring optimal liquidity and efficient financial transactions.
  • Identify and mitigate financial risks, implementing proactive strategies to protect the organization's financial health.
  • Contribute to funding proposals by providing accurate financial projections and budget narratives.
  • Stay abreast of changes in financial regulations and best practices in the non-profit sector.

Required Skills

  • Bachelor's degree in Finance, Accounting, Business Administration, or a related field.
  • Minimum of 10 years of progressive experience in finance and accounting, with at least 3 years in a senior leadership role.
  • Proven experience in budgeting, financial planning, audit management, and financial reporting.
  • Strong knowledge of OHADA accounting principles and practices, and international financial reporting standards (IFRS).
  • Proficiency in financial management software and ERP systems (e.g., SAGE, QuickBooks).
  • Excellent analytical, problem-solving, and decision-making skills.
  • Demonstrated leadership and team management abilities.
  • High level of integrity, ethical conduct, and accountability.
  • Fluency in French (written and spoken) is essential; proficiency in Lingala is a significant advantage.
  • Ability to work effectively in a challenging and multicultural environment.

Preferred Qualifications

  • Master's degree in Finance, Business Administration, or a related field.
  • Professional certification such as CPA, ACCA, CIMA, or equivalent.
  • Previous experience working with international NGOs or humanitarian organizations in the DRC or similar contexts.
  • Familiarity with donor regulations (e.g., USAID, EU, UN agencies).
  • Experience in financial capacity building for local partners.
