Job Description
Are you passionate about data, impact, and driving meaningful change in complex humanitarian contexts? Mercy Corps is seeking a highly motivated and experienced Monitoring & Evaluation Officer to join our dynamic team in Beni, North Kivu Province. As a critical member of our program team, you will be instrumental in ensuring the quality, effectiveness, and accountability of our various projects aimed at improving lives in the region.
This role is a unique opportunity to directly contribute to evidence-based decision-making by leading the design and implementation of robust M&E systems. You will be responsible for tracking project progress against targets, conducting data analysis, supporting assessments, and synthesizing findings to inform program adjustments and strategic planning. Working closely with program teams, partners, and beneficiaries, you will play a vital role in strengthening our understanding of what works, why, and how we can maximize our impact in a fragile and often challenging environment. The Monitoring & Evaluation Officer will uphold Mercy Corps’ commitment to humanitarian principles, accountability to affected populations, and data integrity. Your insights will be crucial in demonstrating the tangible impact of our interventions and ensuring that our programs are responsive to the evolving needs of the communities we serve in Beni and across North Kivu. This is more than a data collection role; it’s about translating data into action and ensuring every project contributes to lasting positive change.
Key Responsibilities
- Develop and implement project-specific M&E plans, tools, and systems in line with Mercy Corps and donor guidelines.
- Lead data collection efforts, including surveys, focus group discussions, and key informant interviews, ensuring data quality and ethical considerations.
- Manage program databases, conduct data cleaning, analysis, and visualization using appropriate software (e.g., Excel, KoboToolbox, Stata/R).
- Prepare high-quality, timely M&E reports, performance updates, and learning briefs for internal and external stakeholders.
- Support the design and execution of baseline, midline, and endline assessments, as well as rapid needs assessments.
- Facilitate regular program review meetings to discuss M&E findings, track progress, identify challenges, and recommend adaptive strategies.
- Provide technical M&E capacity building and mentorship to program staff and local partners.
- Ensure accountability mechanisms are in place and operational, including feedback and complaint handling systems.
- Contribute to the development of new project proposals, ensuring robust M&E frameworks and indicators are integrated.
- Travel regularly to project sites within Beni and surrounding areas of North Kivu to oversee data collection and verify project activities.
Required Skills
- Bachelor’s degree in Social Sciences, Development Studies, Statistics, or a related field.
- Minimum 4 years of experience in Monitoring & Evaluation, preferably within an NGO or international development context.
- Proven experience in designing and implementing M&E plans, data collection tools, and methodologies.
- Strong analytical skills with proficiency in data analysis software (e.g., Excel, KoboToolbox, ODK).
- Excellent report writing and presentation skills in English and French.
- Demonstrated ability to work independently and as part of a team in a complex, fast-paced environment.
- Fluency in Swahili or Lingala is highly desirable.
- Commitment to humanitarian principles and strong understanding of protection, gender, and conflict sensitivity in programming.
Preferred Qualifications
- Master’s degree in a relevant field.
- Experience working in conflict-affected or fragile contexts, particularly in the DRC.
- Knowledge of qualitative and quantitative research methodologies.
- Familiarity with GIS tools for mapping and spatial analysis.
- Experience with donor reporting requirements (e.g., USAID, EU, FCDO).
