Job Description

Trust Merchant Bank (TMB) is seeking a highly organized, meticulous, and experienced Librarian – Records Management professional to join our dedicated team in Mbuji-Mayi. In this critical and multifaceted role, you will be instrumental in establishing, maintaining, and continually enhancing our institutional records and information management systems. The successful candidate will be responsible for overseeing the entire lifecycle of our corporate information, from its initial creation and secure storage to efficient retrieval and eventual compliant disposition, ensuring strict adherence to all relevant regulatory requirements and industry best practices within the financial services sector. Your responsibilities will encompass both physical and digital archives, requiring you to implement robust cataloging and classification systems, manage secure access protocols, and actively promote information literacy across the organization. This position demands a unique blend of traditional library science expertise, including cataloging, indexing, and preservation techniques, coupled with a strong, contemporary understanding of modern records management principles. This includes critical areas such as data governance, information privacy, legal compliance, and the effective utilization of advanced digital archiving and records management solutions. Key Responsibilities

  • Design, implement, and maintain comprehensive records management policies and procedures in line with banking regulations and best practices.
  • Manage the full lifecycle of both physical and digital records, including creation, receipt, storage, retrieval, and secure disposition.
  • Develop and apply effective classification, indexing, and cataloging systems for all institutional documents and data.
  • Oversee the physical and digital archives, ensuring secure storage conditions and efficient retrieval mechanisms.
  • Implement and manage document management systems (DMS) and other records management software.
  • Ensure compliance with all local, national, and international data protection and privacy regulations.
  • Provide training and guidance to staff on records management policies, procedures, and best practices.
  • Conduct regular audits and assessments of records management systems to ensure accuracy, completeness, and integrity.
  • Respond to information requests from internal departments and external auditors, ensuring timely and accurate delivery of records.
  • Contribute to the development of disaster recovery plans for information assets.

Required Skills

  • Bachelor's degree in Library Science, Information Management, Archival Studies, or a related field.
  • Proven experience in records management and/or library operations, preferably within a corporate or financial institution.
  • Strong knowledge of records management principles, practices, and technologies.
  • Proficiency in document management systems (DMS) and library management software.
  • Excellent organizational and time management skills with keen attention to detail.
  • Ability to maintain confidentiality and handle sensitive information with discretion.
  • Strong communication skills, both written and verbal, in French and Lingala (English is a plus).

Preferred Qualifications

  • Master's degree in Library Science or Information Management.
  • Certification in Records Management (e.g., CRM) or equivalent.
  • Experience with compliance and regulatory frameworks pertinent to the banking sector.
  • Familiarity with digitalization projects and electronic records conversion.
  • Strong analytical and problem-solving abilities.
