Job Description

NNPC Limited is seeking a highly motivated, experienced, and ethically driven Procurement Specialist to join our dynamic team based in Ebutte-Metta, Lagos. Key Responsibilities

  • Manage the full procurement lifecycle for a wide range of goods, services, and works, from requisition to contract close-out, ensuring adherence to all policies and regulations.
  • Develop, implement, and refine strategic sourcing plans to achieve significant cost efficiencies, enhance supply chain performance, and ensure supply continuity.
  • Conduct thorough market research, meticulous supplier pre-qualification, and lead competitive tender processes in full compliance with NNPC Limited’s internal guidelines and national procurement laws.
  • Negotiate favorable terms, conditions, and pricing with suppliers and contractors to secure optimal value for money and mitigate risks.
  • Prepare, review, and finalize robust procurement documentation, including Requests for Proposals (RFPs), Invitations to Tender (ITTs), contracts, and purchase orders.
  • Collaborate proactively with internal stakeholders (e.g., project managers, engineers, legal team) to accurately define requirements, manage expectations, and ensure timely and effective delivery.
  • Monitor and evaluate vendor and contractor performance, manage complex contracts, and resolve any supply chain or contractual disputes effectively and efficiently.
  • Maintain accurate, up-to-date procurement records and generate comprehensive reports for analysis, strategic decision-making, and compliance auditing.
  • Identify, assess, and mitigate procurement risks, including potential supply chain disruptions, quality control issues, and non-compliance with regulatory standards.
  • Stay abreast of industry trends, emerging technological advancements, and regulatory changes affecting procurement in the oil and gas sector to ensure continuous improvement and competitive advantage.

Required Skills

  • Minimum of 5 years of progressive experience in procurement, supply chain management, or strategic sourcing, with a significant portion in the oil and gas industry.
  • Strong understanding of procurement principles, best practices, ethical considerations, and relevant national and international regulations.
  • Proven track record of successful negotiation and complex contract management.
  • Excellent analytical, problem-solving, and decision-making abilities.
  • Proficiency in procurement software and enterprise resource planning (ERP) systems (e.g., SAP, Oracle, Maximo).
  • Exceptional communication (both written and verbal) and interpersonal skills, capable of engaging with diverse stakeholders.
  • Ability to work independently, prioritize tasks effectively, and thrive in a fast-paced, high-pressure environment.
  • Strong organizational skills, meticulous attention to detail, and a commitment to accuracy.

Preferred Qualifications

  • Bachelor's degree in Supply Chain Management, Business Administration, Engineering, Economics, or a related field.
